The Federal Government Urges Permanent Secretaries to Focus on Professional Growth and Development

Encouraging professional growth and development of your staff is a top priority, as emphasized by the Federal Government through the Office of the Head of Civil Service of the Federation.

During a one-day retreat for Federal Transformative Permanent Secretaries, Dr. Folasade Yemi-Esan, the Head of Service, highlighted the importance of this initiative for enhancing the adaptive and resilient capabilities of workers in dealing with various opportunities and challenges.

The commitment of her office to maintaining and reinforcing structures that support the Performance Management System (PMS) within the Service was also emphasized as crucial.

Performance Management is identified as a key strategy in aligning employee performance with organizational objectives. This creates a conducive work environment that fosters growth and enhances productivity among the workforce.

Dr. Yemi-Esan underscored the significance of a robust institutional framework in ensuring effective government performance management. This framework includes mechanisms, rules, policies, guidelines, informal practices, and cultural norms that facilitate the successful implementation of PMS as a globally recognized management tool.

Furthermore, within the context of FCSSIP 25’s implementation framework, Chief Administrative and Accounting Officers are urged to prioritize the establishment of an effective incentive and consequence management system as a vital component of PMS.

Effective PMS implementation should incorporate mechanisms for sanctioning non-compliance with procedures and rewarding high performance, fostering accountability and motivation among employees.
