INEC Declares APC Candidate David Lyon Winner of Bayelsa 2019 Governorship Election The Independent National Electoral Commission (INEC) has declared All Progressives Congress (APC) governorship candidate in Bayelsa State, David Lyon, winner of the state 2019 governorship election which held on Saturday November 16th. Faraday Orumwese, Vice Chancellor of the University of Benin and the returning officer in the election, announced this in the early hours of today Monday, November 18th.
