Khamenei, the Commander in chief of Iran's Armed Forces and a close friend of the deceased Soleimani, pledged to avenge his killing using the Iranian military. This marks a significant shift for the Iranian leadership, which has historically concealed its attacks behind the actions of cultivated proxies in the region since 1979.
