The signing of Portuguese defender Cedric Soares from Southampton on loan has been completed by Arsenal.    Remaining with Mikel Arteta's side until the end of the season, the 28-year-old has six months left on his contract at Southampton.     Prior to the closure of the January transfer window, he expressed, "We were close a few years ago, so it's not the first time.
