Alleged Conflict Between NSA Babagana Monguno and Buhari’s Chief of Staff, Abba Kyari Over Police Equipment Contract

A police equipment contract appears to be at the center of an alleged dispute between the National Security Adviser, Babagana Monguno, and the Chief of Staff to President Buhari, Abba Kyari, according to a recent report.

 

An obtained document by Premium Times indicated that retired major-general Babagana Monguno expressed his dissatisfaction with Kyari for allegedly bypassing the President’s directive in the procurement of equipment for the Nigeria Police Force from a firm in the United Arab Emirates.

 

Monguno, in a letter dated December 9, 2019 and addressed to the police affairs minister and police inspector-general, condemned Kyari’s actions, stating that they could portray Nigeria as an unreliable international partner. He described Kyari’s actions as “reckless and irresponsible.”

 

Monguno also criticized Kyari for disregarding presidential orders and making decisions beyond his constitutional power on security matters. He stressed that as the head of multiple national security panels and defense minister, only he has the constitutional authority to act on security matters.
